Frame first, then the panels.

Most cars today are unibody. The floor, the rails and the pillars are one welded structure, so a hit at one corner can shift the other three.

New panels on a bent frame will never line up. The structure gets measured and pulled back first. Bodywork comes after.

Under the paint, everything hangs off the rails. If they are out, the doors, the hood and the wheels are out with them.

Signs the frame took the hit

A door or hatch that won't close the way it used to. Gaps around the hood that are wider on one side.

The car pulls, or the steering wheel sits crooked going straight. A tire wears on one edge after the wreck.

Mention any of these to the adjuster. They change the estimate.
